InTouch Lock is a powerful security tool that helps you restrict the access to your PC and to various areas of your PC. It can be used to simply lock any feature and area of the Windows PC that you don’t want others to access. With its help you can make sure that only authorized people can access the sensitive information on your computer. You can use this tool for the rather mundane tasks of avoiding your kids from messing with the settings of your computer or preventing your coworkers from pulling pranks on you by changing your system options.

The first thing that impresses about this application is its comprehensiveness. It lets you control the access to more than 80 important parameters, features and settings of the system, such as the desktop, the start menu, the Windows Control Panel and all its modules, and much more. You can use this tool to prevent any executable from being launched and to block the access to any files and folders, regardless of their type or location on the disk. Furthermore, it can be used to block the plugging and using of any removable storage devices. InTouch Lock can also be used to lock CD/DVD/Blu-ray/HD-DVD drives and recorders and prevent reading the disks inserted into them. Actually, the entire system can be locked with one single click using this neat application. These are, in fact, just a few of the many restrictions and limitations that this program can help you apply. more

I personally prefer a parental control app called Qustodio. It's free and you can block sites with minimum manual intervention. It also has a great reporting feature allowing you to view data for the last 30 days and I can actually watch the profile pictures of people with whom my teenager son chats with on Facebook.
